The impact of information technology in facilitating communication and collaboration in Libyan public organisations- a literature review

Abstract: The information technology has significant impact on communication, organisational structures, management and functioning of most organisations. Information technology results in changes to lines of command and authority, and may influence the centralisation or decentralisation of decision making and control systems. New technology, it is argued, typically results in a flatter organisational pyramid and with fewer levels of management required. In this paper, a critical review of available literature is presented, which relates to the impact of information technology in facilitating communication and collaboration on communication behaviour in public organisations. Key issues associated with definitions of culture, organisational culture, communication behaviours and information technology are presented and discussed. In conclusion, the paper argues that the impact of information technology to facilitate communication in Libyan public organisational settings is complex. The implications of these complex issues to research strategy and design are also documented.
