INVESTIGATING KNOWLEDGE MANAGEMENT IN PUBLIC BUILDING MAINTENANCE IN KUWAIT

Abstract: Public Building Maintenance (BM) departments in Kuwait have the duty of maintaining buildings that vary in shape, type, size, complexity and purpose. The services provided by the departments extend from minor repair works to bespoke renovation and reconstruction projects making the process of maintenance complex. Knowledge Management (KM) is being implemented by organisations to improve their business performance. This paper is based on a study that investigated the current state of KM in the public part of the BM sector. Interviews were conducted to identify BM process, current KM activities and tools, barriers to knowledge sharing and perception to KM implementation. Findings of the study have assisted in modifying a proposed BM process based on procedures followed by the majority of interviewed departments, where knowledge capturing, organising, and retrieval activities can then be embedded in the process. The study revealed that there is lack of formal knowledge management techniques carried out within departments. Furthermore, there is no established communication links between branches of the same department resulting in lack of experiences and knowledge exchange between colleagues. Cultural/ethnic differences, fear of losing job, not knowing how to share knowledge and lack of time were the main barriers to knowledge sharing. However, the participants showed a positive attitude toward the introduction of a KM system with added activities and roles in the BM process related to KM.

Towards Semantic Interoperability in Virtual Organisations

Abstract: Virtual organisations (VOs) are amongst the most advanced forms of doing business to date. Their emergence and growing capacities are closely related to the networking and collaboration capabilities provided by a supporting ICT infrastructure. However, whilst considerable progress in the development of such infrastructures has been achieved over the years, interoperability still remains a major challenge. In this paper we analyse the nature of the semantic interoperability problem, review the state of the art, and derive a set of requirements. On that basis, we propose a novel semantic interoperability framework for VOs, utilising current semantic Web technologies, and suggest possible design and implementation methods for its achievement. Reported is in-house work of the authors as well as on-going research in the frames of the EU project InteliGrid (IST-2004-004664).

Shifting the construction interoperability paradigm, in the advent of Service Oriented and Model Driven Architectures

Abstract: A major difficulty construction companies are currently facing is the lack of interoperability of software applications to manage and progress in their business. Organizations are being pressured up by new business relationships, driven for instance by new contractual challenges, which the exchange of information and documents with new partners are often incapable of being executed automatically and in electronic format. This is principally due to problems of incompatibility with the information representation adopted by the software applications they are working with. This problem arises not only during the project phase but also across the whole life cycle that includes operation and maintenance stages. In order to create the enabling conditions for the deployment of the electronic collaborative and commerce platforms it is fundamental to understand the variables that may influence its development, and how they determine the configuration of the e-platform. This paper, after present technology driven standards for the construction industry data management, it proposes the adoption of the emerging Service Oriented and Model Driven Architectures to shift forward the interoperability paradigm in this industrial sector. The paper illustrates some scenarios where significant impact is expected when adopting the proposed methodology.

BUSINESS INTEROPERABILITY IN THE CONTEXT OF BIM-BASED PROJECTS

Abstract: This paper proposes a model that closely captures the factors that are responsible for Business Interoperability in the context of collaborative business processes for the deployment of Building Information Modeling. The Business Interoperability Quotient Measurement Model (BIQMM), uses an interdisciplinary approach to capture the key elements responsible for collaboration performance and BIM platform configuration. Through the quantification of the relevance of each element to the particular collaboration scenario, and with the combination of the BIQMM with a multi-criteria decision making tool, the Analytical Network Process (ANP) approach, this model enables a quantitative analysis of Business Interoperability for BIM-based projects, so that an overall interoperability score can be calculated for enhanced performance measurements. An application scenario is presented and the application of the BIQMM and ANP, provides a comprehensive framework for interoperability measurement. The paper concludes by recognizing that relationships between business interoperability and true AEC performance improvements and subsequent economic benefits derived from BIM-based approaches needs to be further developed.

Application of Coloured Petri-Nets for the Business Process Modelling in Construction Companies

Abstract: Business processes represent a series of added value activities which lead flow-oriented with one or more measurable inputs to a defined, measurable output. The modelling of business process is very complex because of the large number of modelling purposes, modelling subjects and modelling methods and it therefore requires a systematic preparation. The modelling of business processes by means of CPN represents an excellent opportunity to carry out both qualitative and quantitative evaluation of the business processes in construction companies.

Developing a Horizontal Integrated Life Cycle Costing Analysis Model through BIM

Abstract: Advancing interoperability between design team applications has been a major challenge for advocates of open standards. The buildingSmart alliance and Open Geospatial Consortium Inc in the U.S. have developed and implemented an Architecture, Engineering, Construction, Owner Operator, Phase 1 Testbed that streamlines communications between parties at the conceptual design phase to establish an early understanding of the tradeoffs between construction cost and energy efficiency. The results of this Testbed combined with an on-going collaborative R&D project ‘Inpro’ co-funded by the European Commission to identify business and legal issues of Building Information Modeling in construction were used as theoretical propositions underlying a 2010 Delphi survey. This paper presents the results of one questionnaire of that overall study. It is anticipated that these results will contribute to (i) identifying the most appropriate applications for advancing interoperability at the early design stage, (ii) detecting the most severe barriers of BIM implementation from a business and legal viewpoint, (iii) examining the need for standards to address information exchange between design team, (iv) exploring the use of the most common interfaces for exchanging information, and (v) investigating the industry’s perception on whether the development of a Cloud based BIM Life Cycle Costing would be of significant use to the Irish and UK construction industry. The rationale for this research is to refine the results of the initial questionnaire, AECOO-1, and Inpro R&D projects in order to determine if a prototype based on developing a cloud integrated LCC model through BIM could be generated in the UK and, Ireland and if so, what would be the legalities of implementing such a project.

Enabling Sustainability through SOA within the AEC/FM Domain

Abstract: Sustainability is one of the most important research topics for the Architecture/Engineering/Construction & Facility Management (AEC/FM) domain. Two basic factors which enable sustainability are the technology background and the acquisition capability of this technology to the end users – society. Sustainability requires state of the art technologies which reduce the negative impact of population and affiliation. Key aspects of such technology are; it should depend on renewable resources, without waste, cyclical, based on resource productivity rather than labor productivity, and should even be restorative in its effects on the biosphere. Theproblem is, today establishing such technology is not affordable for the average end user. Development, implication, and acquisition of such technologies takes reasonable time though signs from our earth warns usthat we have no more time. The problem itself contains a lot of interoperability challenges in Information Technology (IT), Process and Organizational levels. Although many governments deploy incentives to promote investments on sustainable technologies, money is not the only measure for the market penetration of a technology. A user oriented approach is developed and a proposal is made to elaborate on the problem as a whole within a reference process model. The model determines the key functions, mechanisms and controls, to enable the design and development of sustainable technologies and facilitate the acquisition of those technologies to the society. The process model basically focuses on the Facility Management processes and addresses many aspects of the problem including financial, legal, and ethical issues. The model benefits from Customer Relationship Management (CRM) solutions for construction sector from a previous research and promotes a Service Oriented Architecture (SOA) for tracking the lifetime of sustainable technologies. The model includes decision support functions for the design phase, marketing and competency functions for the implication and acquisition phase, and measurement and evaluation functions for the use phase. The preliminary solution includes business processes rather then IT solutions but interoperability solutions on the IT layer also have been discussed for sustainable development. The model is under development within the joint efforts of a EU funded FP6 project I3CON (Industrialised, Integrated, Intelligent Construction) and a PhD research. It is believed that the model would facilitate the widespread recognition of the requirement of a radical switch to the sustainable technologies.

Managing virtual organization processes by semantic web ontologies

Abstract: Interoperability within Virtual Organisations (VOs) is still only weakly supported by IT frameworks. Whilst service level interoperability has made remarkable progress since the emergence and the rapid growth of SOA and Grid technology in the last years, business processes – which are the driving force of each VO – still suffer distinct conceptual gaps regarding their decomposition to technical transactions. There exists no detailed approach that would allow describing technical as well as business aspects in a coherent yet flexible and extensible way. This paper presents a newly developed semantic framework that targets this requirement. The conceptual background is followed by an introduction of the developed semantic web ontologies. Based on these definitions, dedicated Ontology Services as well as a set of related end-user applications facilitating semantic technology have been designed and implemented. They are presented in the second part of the paper. Reported are results from the EU project InteliGrid (IST-004664; 2004-2007).

BPM-driven Construction Client Requirements Change Management

Abstract: Changing client requirements is one of the principal factors that contribute to delays and budget overruns of construction projects which as a result causes claims, disputes and client dissatisfaction. Change management ensures that such changes are handled through a properly coordinated and controlled process and retained throughout the project life cycle. This paper presents an empirical study that investigated the potential for an automated process of managing changes to clients’ requirements in construction projects. An initial focus group meeting was set up as a preliminary study which was followed by two case studies. Participant observation was used to conduct the case studies during which technical documents were also reviewed. The results show that current requirements change management process lacks efficiency. The paper concludes that business process management (BPM) approach could be a solution to better manage the requirements change process
