Determination and Costing of Sutainiable Construction Projects: Option Based Decision Support

Abstract: The building stock in Europe accounts for over 40% of the final energy consumption in the European Union. Moreover, the construction sector is one of the largest producers of industrial waste contributing 40-50% of landfill in some EU countries. A common way of creating a forward planning for optimal resource efficiency in construction project is to apply Life cycle cost (LCC) and Life Cycle Assessment (LCA) in the decision process. There are, however, difficulties in assessment of the impact of the whole project on the environment and estimating its sustainability. The EU funded 7th framework project CILECCTA sets out to develop a LCCA (Life Cycle Cost and Analysis) tool supporting the determination and costing of sustainable project strategies.Current LCC software can assist the decision making process in simulating different alternatives for the design, build, maintenance and demolition of assets – allowing both client and builder to determine the favoured alternative for them. Through linking LCC and LCA methodologies, the CILECCTA project will go one stage further by enabling an assessment of the impact of the whole project on the environment and estimating its sustainability. It will also include the recently developed new generation of Whole Life Costing (WLC) methodology including a probabilistic approach to the development of sustainable WLC strategies, using a real options approach. This paper sets out the framework of current LCCA tools and the challenges in developing a modular LCCA engine integrating asset-related data in price banks and life cycle inventories across Europe. The research leading to these results has received funding from the European Community's Program FP7/2007-2013 under grant agreement no 229061.

A Framework for Measuring IT Innovation Benefits

Abstract: This paper presents a new framework for measuring the benefits of IT in construction. The framework is based on the principle that benefits realisation must be managed by: planning for strategic alignment and business-driven exploitation, managing the process of predicting benefits, and by measuring resulting benefits after a system or innovation is implemented. Three distinct types of benefits are identified within the new framework associated with business efficiency, business effectiveness and business performance. A key barrier to the more effective exploitation and application of IT in the construction sector has been the lack of investment on a scale comparable with other sectors. A primary reason cited for the low level of investment is the low level of perceived benefits from IT investments amongst construction business managers. Many benefits evaluation methods exist and are widely applied in other sectors. Benefits evaluation methods in construction are under-utilised. One reason for this is the lack of fit between these methods, and their associated language, with the peculiarities of the construction sector. The new framework presented in this paper has been derived for specific application to the construction sector. The framework has been subjected to testing and application within UK construction organisations. The results of this testing suggest a number of improvements in the benefits realisation process.

What did you learn from practice today?

Abstract: The AEC-industry has been slow in turning the potential of ICT into increased efficiency and productivity. This is a phenomenon which can be observed in many countries, and in Denmark this issue has been recognized as a major problem for the further development of the AEC-industry. The public-private and nationally funded R&D pro-gram ‘Digital Construction’ was initiated in 2003 in order to establish a common platform for interchanging digital information and to stimulate digital integration in the Danish AEC-industry. This paper explores the relationship be-tween visions, strategies and tools formulated in the ‘Digital Construction’ program, and the first experiences of im-plementing the 3D work method part of this R&D program in an ongoing building project. The discussions in the paper are placed in the complex field between choosing strategies for integrating ICT on the national level, and the effects of these strategies on real life building projects. The knowledge gained from the experiences in Denmark could be a valu-able contribution to further discussions regarding strategies for integrating ICT in the architectural and engineering practice.

Energy Efficient Improvements to the Envelope of Low-Income Housing: A Case Study of Habitat for Humanity Homes

Abstract: Low-income families pay substantial portions of their total expenditure on household energy bills, making them vulnerable to rising energy costs. Habitat for Humanity houses are built for low-income families and made affordable with volunteer work and construction material donations. Hence, the trade-off between the homesÕ initial construction costs and their life-time energy costs must be evaluated carefully. This paper targets to support better-informed decisions that balance the affordability of certain construction materials with their potential for energy efficiency. In collaboration with Habitat for Humanity of Westchester, we created an energy simulation model of an existing low-income house and calculated the homeÕs annual energy usage with different design alternatives for windows and walls. The resulting estimated annual energy savings are then evaluated alongside their initial investment costs, which were retrieved from RS Means standard construction cost data and quotations from industry. The results show that it is possible to reduce the energy cost of these houses without significantly increasing the construction costs through exploration of different wall and window options. While specific enclosure suggestions apply to this case-study, the utilized approach on exploring different options to identify opportunities to save energy can be used to understand impact on the lives of low-income families.

Progression in IT adoption and stage of IT maturity in the construction sector of Singapore

Abstract: The IT maturity model, based on Nolan’s Stages of Growth Model, is applied to analyse the characteristics of IT users, IT facilitators and IT providers in relation to their respective degrees of awareness, degrees of application and degrees of integration. The objective is to assess and draw useful conclusions about the progression in IT adoption by the construction sector in Singapore. At the same time, it can help to determine the stage of IT development for this sector. The data used for the analysis includes information obtained from an industry-wide questionnaire survey followed by informal discussions with industry players, as well as a review of the relevant publications. Evidence shows that there is an increasing trend of companies improving their efficiency and productivity through using IT. There is also an increasing trend of education institutions promoting IT usage through providing training. And, catering to this, there is an emergence of software development by IT vendors. Going beyond, it is clear that stakeholders need to focus their attention on achieving integration of technology, process and people as the next stage of development. It is recommended that appropriate strategies be put in place.

Construction process improvements in market networks

Abstract: Most construction projects are carried out in market networks with several design and production firms involved. It is unlikely that the use of information technology (IT) will proceed at an even pace in firms. A vital task in coordinating the construction process is therefore to bridge technology gaps between firms. The analytical framework for this investigation is derived from the theory of transaction costs, with focus on how network participants perceive incentives for sharing and preserving project information. Issues such as information feedback from later to earlier stages of the process and professional liability for information provided are dealt with in this context. The main points are illustrated by results from recent and ongoing Swedish R&D projects within the field. Emphasis on IT use at the client/designer interface and at the construction site interface is expected to grow. Improved digital telecommunications for rapid transmission of graphics with attached databases are seen as a development with far-reaching consequences for efficiency in the construction process.

Knowledge management in building process

Abstract: Over the last few years, the management and organizational aspects of the construction process have undergone a profound reflection that is closely linked to the development and the clear changes in the market. Such market is characterized by a rapid change, a strong growth in technology, and by a widespread and transparent information. International character, knowledge and innovation are key elements to win an increasingly exasperated competition. Moreover, the growing complexity of the construction sector - due both to the rapid proliferation of products and innovative technical solutions, and to the need to take into consideration side, but not secondary, aspects of the object (environmental impact, energy efficiency, durability, safety, etc.) - points out that present management patterns of the construction process are no longer appropriate to the context in which one operates. Therefore, the construction sector faces an inevitable process of growth in which knowledge is an indispensable resource. The present article aims at showing how Knowledge Management techniques (KM) might represent a possible tool to assist in achieving such goals through a rational organization of large amounts of data and through a corporate use of the knowledge that characterizes the various stages of a building process.

ALIGNING BIM WITH FM: STREAMLINING THE PROCESS FOR FUTURE PROJECTS ON THE PENNSYLVANIA STATE UNIVERSITY CAMPUSES

Abstract: A study performed by the National Institute of Standards and Technology (NIST) in 2004 found that owners account for approximately $10.6 billion of the $15.8 billion total inadequate interoperability costs of U.S. capital facility projects in 2002. Because of these inefficiency costs, it becomes vital that information produced during the design and construction phases of a project be transferred into operations with maximum leverage to the end users. However, very few owners have defined these informational needs or developed an integration strategy into existing maintenance management systems. To increase operational efficiency, an organization must first develop an understanding of their operating systems, as well as identify how Building Information Modeling (BIM) will add value to their daily tasks.The Pennsylvania State University (PSU) has a unique opportunity to diversely implement BIM processes because not only does the University act as an owner, but also as designer and construction manager on the majority of projects. The struggle that PSU faces is one that is unique only to owners with a large, existing, multifaceted building inventory. This paper outlines the current initiative by the Office of Physical Plant (OPP), the asset manager at PSU, to develop an information exchange framework between BIM and FM applications to be used internally. Specific topics to be ascertained are: the research steps taken to develop a strategic implementation plan for information exchange process between project stakeholders and the OPP; an overview and gap analysis of the existing operations processes currently implemented; and a summary of the collaboration effort between vendors, project stakeholders and the OPP to develop this information integration. As a result of this research, PSU has been able to define owner operational requirements for future projects and develop a flexible integration framework to support additional BIM tasks and information exchanges.

ICt for Energy Efficienct buildings: proposed approach for a stakeholders-based strategic roadmap

Abstract: ICT4E2B Forum project aims to bring together all relevant stakeholders involved in ICT systems and solutions for Energy Efficiency in Buildings. Moreover the project has the objective of identifying and reviewing the needs in terms of research and systems integration as well as at accelerating implementation and take-up. ICT4E2B Forum bases its roadmapping activities on the outputs of REEB project that has already developed a high-level roadmap on ICT for Energy Efficient Buildings. Starting from this expert-based work, ICT4E2B Forum intends to promote, through community building activities, a better understanding, a closer dialogue and a more active cooperation between researchers, end-users/practitioners, building owners, technology-suppliers, and software. The exploitation of ICT is consider the adding value in order to support informed decision-making (both human and automated) in the current delivery and in the use of sustainable and energy-efficient buildings and districts. By accomplishing these objectives, ICT4E2B Forum is mapping the sector-specific priorities into a common view and vocabulary, thereby enabling communication and understanding between experts in different sectors that need to join forces in order that fundamental improvements in energy efficient buildings can be achieved. All this coordination work will support in defining future research directions as well as in channelling efforts, while favouring consensus buildings on the roadmap itself.
