The extended use of infocommunication technologies has turned into a great asset to enterprises, citizens and the government. A result is thorough changes both in the structure of enterprises and the government and in the skills requirements and organisation of work, as well as in relationships between enterprises, citizens and the government. Organisation of activity in enterprises and institutions with the help of infocommunication technology has been estimated to be important from the aspect of increasing productivity and competitiveness and due to its considerable impact on the whole economy (Gourova, 2002; Extend.., 2002). The European Commission initiated in the meeting in Lisbon in March 2000 acceleration of the introduction of information technology and finding joint solutions to the related problems (European Commission, 2000). The document discussing the results of the meeting mentions besides many other activities related to the introduction of information technology, acceleration of e-trade and support to small and medium-seized enterprises in high technology. Of great significance as a precondition of achieving these results and from the aspect of designing the entrepreneurship environment is the emphasis on the development of e-Government in the same document. As an answer, the Candidate Countries have prepared an action plan to support implementation of the European information society (European Commission, 2001). |
